H. C. R. 29--"Requesting the Joint Committee on Government and Finance, in cooperation with the state superintendent of schools, to make a study of and develop plans for the implementation of a comprehensive secondary curriculum including academic and vocational or technical preparation for all students in the public schools."
Whereas, In addition to an academic education, every student should have the opportunity to receive vocational or technical preparation education suitable to the student's needs; and
Whereas, The courses which are offered in public schools must prepare students for identifiable job opportunities; and
Whereas, Not all public schools currently offer students the opportunity to receive vocational or technical training on a par with academic education; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance, in cooperation with the state superintendent of schools, is requested to (i) review, examine and study the extent to which students in secondary public schools, grades nine and above, currently have the opportunity to receive vocational or technical preparation education; (ii) review, examine and study the extent to which students who are currently receiving an academic, vocational or technical preparation education are being prepared for identifiable job opportunities; (iii) determine the feasibility of offering all students in public schools who have reached at least the ninth grade the opportunity to pursue a vocational or technical preparation education; (iv) develop a plan to implement a comprehensive secondary curriculum beginningin the ninth grade which would give all students in public schools the opportunity to receive vocational or technical preparation education; (v) determine the estimated costs of such a plan; and, be it
Further Resolved, That the Joint Committee on Government and Finance report such findings and recommendations, together with drafts of legislation necessary to effectuate its recommendations, to the President of the Senate and the Speaker of the House of Delegates regarding the same by the tenth day of the regular session of the Legislature, one thousand nine hundred ninety-six; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare the report and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
